DARe TPRAF featured in DfT Climate Adaptation Webinar

In March, the DARe Hub took part in an event hosted by the Local and Regional Transport Analysis team at the Department for Transport (DfT), focussing on Climate Adaptation in Local Transport.

The event brought a mixture of organisations together to share and discuss their work, and the challenges in climate adaptation in transport, including the West of England Combined Authority, Transport for the North, West Midlands Combined Authority, Met Office, and Transport for London. The audience consisted of local and regional government, with around 100 people in attendance.

Professor Jennifer Schooling, DARe Hub Co-Director, shared with participants the innovative research taking place across the DARe Hub, designed with the aim of helping transport decision makers at all levels: “We’re working in a world where our infrastructures are struggling, even in the current climate, and we’re also trying to decarbonise our transport system at the same time as trying to make it adaptable and resilient to future climate challenges. DARe is taking a holistic view of this.”

The DARe Hub is producing a number of key outputs, including the Transport Performance and Risk Analysis Framework (TPRAF), and developing a series of case studies co-created with our stakeholders. Project Partners are key to shaping our research, but DARe strives to ensure that what we do is relevant to a broad range of practitioners and policy makers across the transport sector.

Professor Schooling gave a high level ‘tour’ of the DARe TPRAF, explaining that it is designed to be flexible and modular, so that it can complement and strengthen current practices, integrate processes and assist alignment between different types of decisions, and enable smoother data exchange.

“We want to help decision makers at local, regional, and national levels to assess and balance the demands associated with climate resilience, adaptation, and decarbonisation when addressing risks to transport infrastructure performance and operations.”

Professor Schooling described the different components of the TRPAF, and how they can be used independently or combined, providing examples of the ways in which the framework can support decision makers, for example in risk-informed management of local networks, using hazard and disruption modelling to spot vulnerability, or to assist multistakeholder planning to develop coordinated approaches and actions.

DARe works closely with the DfT, one of the Hub’s funders alongside UKRI EPSRC. In December 2025, the DfT’s Adaptation Policy Team published the Climate Adaptation Strategy for Transport, which senior Hub members contributed to, providing expert insights and sharing specialist knowledge. As a result, the DARe Transport Performance and Risk Analysis Framework (TPRAF) has been integrated into the strategy document.
